Training birds takes a lot of time, patience and treats! Keep trying and make sure to reward her when she does the desired behavior.
Birds pluck for many reasons. Some react to stress and certain changes by plucking (eg a new cage), maybe a skin/feather problem, or some unfortunately are just pluckers/mutilators. There are teas for birds (look up Tea4Beaks) and also collars the bird can wear to prevent plucking. Also provide plenty toys to help keep her occupied. A trip to your avian vet is the best idea to make sure they are healthy.
