Try placing the dog’s food and water near the dog house, then move it closer to the house, then place the food inside the house; you get the idea. Do this over several days. They need to associate something positive with the dog house to overcome the dog’s fear.
They should also move the dog house’s location.
It is possible that they may need to get the dog a new/different house.
